Respondent was assessed a civil penalty of $21,038 for four violations of the HMR when it offered for transportation, and transported, in commerce, explosives, while failing to package the materials in authorized packaging; without shipping papers, properly marking and labeling the packages, or placarding the transport vehicle; on a single transport vehicle in a container or compartment that did not meet minimum construction requirements and that were not properly segregated; and it failed to register with the Department.
