Dear Mr. Colvin:
This is in response to your letter dated, August 7, 1973, with regard to protecting valves in your transmission lines from public tampering pursuant to §192.179, 49 CFR.
We agree from your detailed explanation concerning the use of the "car" seal that the force required to break the seal would have to be a strenuous effort by a strong and determined person.
From an examination of the "car" seal that you sent us, we agree that the "car" seal does offer a sufficient deterrent to protect the valve from public tampering.
Thank you for assisting us in resolving this issue with regard to your transmission lines. By copy of this letter we are informing the Kentucky Public Service Commission of our determination in this matter.
